Investment Committee of the Mayors’ Club – Advisory Body

The Investment Committee of the Mayors’ Club is a strategic instrument for the economic development of Ukrainian municipalities and a key link in the interaction between local self-government authorities, Ukrainian and international businesses, financial institutions, and international partners. Its activities are aimed at shaping a comprehensive investment policy at the level of territorial communities, creating a professional environment for the preparation, evaluation, and implementation of projects, and building trust between the public sector and private capital.

The Chairman of the Investment Committee is Henry Shterenberg, Founder and CEO of Economy of Trust Ukraine. The full composition of the Committee is not publicly disclosed in order to protect the personal data of its members and to ensure professional independence and impartiality.

The Committee functions as an expert advisory and coordination platform that brings together mayors, investment advisors, business representatives, industry experts and financiers. Its work covers the full investment support cycle – from identifying community needs and structuring projects to securing financing and providing support at the implementation stage. Special attention is given to improving the quality of investment proposals, their financial and economic justification, risk analysis and ensuring compliance with international standards.

The Investment Committee facilitates the development of a project portfolio in the areas of infrastructure, industry, agro-processing, energy, digitalization, housing and utilities, tourism and innovation. At the same time, it serves as a platform for presenting the investment potential of Ukrainian municipalities, organizing dialogue with potential investors and holding strategic sessions, investment forums and thematic meetings. Through partnership mechanisms and public-private cooperation, the Committee assists Ukrainian municipalities in attracting both private capital and financial resources from international funds and development banks.

An important component of its activities is the development of recommendations to improve the local regulatory environment, strengthen the institutional capacity of local self-government authorities and implement modern tools for managing investment processes. The Committee fosters a culture of strategic planning and long-term economic thinking focused on job creation, expanding the tax base and developing industrial parks and cluster initiatives.

The Investment Committee of the Mayors’ Club is not only an advisory body but also a systemic mechanism for the economic transformation of municipalities. It combines the managerial experience of municipalities with the expertise of the business and financial sectors, ensuring the practical implementation of investment opportunities and enhancing the competitiveness of Ukrainian territories at both national and international levels.
