From 1972-1976 he studied at Beryslav Medical School. 1976-1978 – military service. After that, he began his career at the Beryslav District Hospital. In 1983, he graduated from the Crimean Medical Institute of the Order of the Red Banner of Labor, qualified as a dentist. From 1983 to 1990 he worked as a dentist. From 1990 to 2000 he was a teacher at Beryslav Medical School. From 2000 to 2006 – Director of Beryslav Medical School. Since 2006 – Mayor of Beryslav.
Mayor of Uzyn since 2018. From 2000 to 2002, he worked at Ozerno-Agropromtekhservice OJSC as an economist in the repair shop. From 2002 to 2003, he held the position of Deputy Head of the Pension Fund of Ukraine in Bila Tserkva District, and later became Head of the Revenue Department. In 2003-2005, he was the Head of the Economic Department of the Bila Tserkva District State Administration. In 2005-2010 he was the first deputy head of the Bila Tserkva District State Administration. From 2010 to 2011, he held the position of Vice-Rector for Foreign Economic and Investment Activities of Bila Tserkva National Agrarian University. In 2011-2015 he was the First Deputy Head of Bila Tserkva District State Administration. From 2015 to 2017 – Chairman of the Bila Tserkva District Council.

From 2004 to 2006 he worked as a director of Ekovind LLC. From 2006 to 2010, he worked as a supply and sales manager at Mr. Omelyan. Omelyan I.M. In 2016, Rostyslav Bortnyk, together with the National Museum “Holodomor Victims Memorial,” presented the art project “163. Art for Memory”. In March 2017, the installation was exhibited by the Art Gallery of the Ternopil Union of Artists. The second part of the project “163” envisages the creation of a “Living Memorial” in every Ukrainian town in memory of every Ukrainian killed during the Holodomor-Genocide of 1932-1933. On April 19, 2018, one of the flowerbeds on Rynok Square in Berezhany was sown with wheat. The action is the implementation of the second part of the “163” project, which was created by Rostyslav. On July 17, 2019, he organized a #JusticeMH17 rally in Vienna, Austria, near the OSCE office. Since October 25, 2020, he has been the head of the Berezhany City Community. Member of the Ukrainian Youth Association of Austria (2015).
